在國際轉口貿易中，為了享受貿易優惠政策，需要中轉地國家海關出具貨物在中轉地國家未經再次加工的證明。海關總署在長三角地區（上海，蘇州，寧波，杭州，合肥等地）試點簽發優惠貿易項下轉口貨物《未再加工證明》，只限于海關特殊監管區域，包括綜合保稅區，保稅港區，物流園區，保稅區等。
只要滿足三個條件，進出境收發貨人就可以向試點地區海關申請《未再加工證明》。
（1）自境外進入區域（場所）起始終存放于該區域（場所）內，接受海關監管的非中國原產貨物；
（2）貨物未經除裝卸、物流拆分或者為使其保持良好狀態所必需處理以外的其他處理；
（3）貨物在申報進境后1年內申報出境。
申請資料也不復雜，只要提供貨物原產地證明復印件，進出境報關及物流單證。
